Bad Weather Delays CCISD Bond Construction Projects

The record rainfall in Galveston and Harris counties has impacted several bond construction projects in the Clear Creek Independent School District. According to the Houston/Galveston National Weather Service rain totals for this area are more than 20 inches above normal. The heavy rain has impacted the construction schedule of CCISD Challenger Columbia Stadium, McWhirter Elementary and Clear Brook High School.


According to Deputy Superintendent of Business and Support Services Paul McLarty the new stadium will not open in late September as expected. “Due to higher than normal rain totals the last several months we’ve been notified that construction crews cannot meet the original completion date. The project schedule is still under review but right now our best estimate is that the CCISD Challenger Columbia Stadium will not be complete until November.”

The original 2015 CCISD Fall Football Schedule split varsity games between the new stadium and Veterans Memorial Stadium. Changes have been made and the official 2015 CCISD Varsity Football Schedule now reflects all home games will be played at Veterans. To view the entire fall schedule go to

The construction of McWhirter Elementary School in Webster is also behind due to bad weather. The phase one completion date is three weeks behind schedule right now. “In this instance we believe a good plan is in place to make up the delay and the project will be completed by the original date which is December 2015,” explained McLarty. The additions and renovations at Clear Brook High School in Friendswood are also behind schedule due to the record rainfall. Project managers are working to assess the impact on completion of the project.

The Clear Lake High School rebuild is also behind schedule. This project has been most affected by a slow permitting process. The projected completion date of phase one is May 2016.  We are still assessing the impact on phases two   and three. Summer repair and maintenance projects at Armand Bayou Elementary, Clear Lake City Elementary, Whitcomb Elementary and Clear Creek Intermediate School are on schedule as those projects are mainly indoors. The eight room-addition underway at Greene Elementary has not been severely impacted by weather.
